Carl J. Withroe


Based in Mooney Wieland Warren’s Boise office, Carl practices extensively in the areas of appellate and constitutional litigation, administrative and regulatory law, and general commercial law. As a former deputy attorney general for the State of Idaho and in private practice, he developed substantial experience representing clients in trial court, administrative tribunals, and appellate courts across a broad spectrum of subjects and industries. His representation of Idaho officials in the U.S. Supreme Court in Armstrong v. Exceptional Child Center secured a significant victory for the state in a complicated Medicaid case.

Carl also served as co-counsel in one of Idaho’s most significant antitrust cases and has several victories in the Idaho Supreme Court both as appellant and respondent. He has authored amicus curiae briefs in the U.S. and Idaho Supreme Courts and spoken at continuing education seminars about constitutional litigation involving states.

Following law school, Carl clerked for a state district court judge and for Justice Jim Jones of the Idaho Supreme Court. He also sits on the board of directors for Cameron’s Cure for Juvenile Diabetes, a non-profit organization committed to research and helping children with Type-One juvenile diabetes.
